Just like with US refunds, the refunds in these other regions appear to be going out in no particular order. Google is also sending emails out to the users who are getting a refund processing attempt. If you haven’t received an email yet, that doesn’t mean you won’t be getting a refund. And it’s worth noting that Google still plans to attempt processing all refunds by January 18. Which leaves plenty of time for those emails to show up.

Not all UK users will see Stadia refunds today

As mentioned above Google is merely starting the process of refunds within these new regions. But a complete rollout to all users will take time. For the time being, you can check your Stadia-associated Gmail account and your method of payment to see if refunds have begun for you. Google says that refunds will be attempted using the original method of payment. That means if you paid using Google Play credits, you’ll get a refund in Google Play credits. This is in addition to Google Store purchases on Stadia hardware, as well as games and in-game content made in the Stadia Store.
